I've decided here to create a set of rules that represent the Omega Marines 4th company, with all of the characters represented.
For the most part they will be upgrades for normal tactical marines or scouts. I will get through everyone but if you want some rules for your character post their important details (e.g are they strong, big, fast, tactically aware etc.)
Help would be nice.

Rallus Zenodious, Force Commander - 105pts
BS - 5 WS - 5 S - 4 T - 4 W - 2 I - 5 A - 3 Ld - 10 Sv 3+
Rallus is armed with a power weapon and bolt pistol.
Special Rules: Discipline under Fire - Any squad that Rallus joins is fearless. In addition to this his squad may increase it's cover save by +1.
Force Commander - A squad may use Rallus' Leadership, if they have a surviving Sergeant.
Still in development.

I was thinking of making up a 'Force Commander' or Lt rank for the new dex
Basically the stats are the same as the Chaplain's but he comes with Bolt Pistol, Chainsword, Frag and Krak grenades. Rites of Battle.
Upgrade options are as for Captain/master.
Base cost 60 points.
So Rallus would be 60 - plus 30 (Master crafted powerweapon) = 90 points.

That seems to be quite balanced, but (if we use my rules here) factor in then the cost of :
+a fearless squad and a +1 to cover saves -Only squads with sergeants can use leadership
I came up with about 105 pts for this.

I don't really see Rallus as being that much more calm under fire than a normal marine commander. All commanders are trained to remain calm under fire, and since marines are also trained to remain calm under fire giving him both fearless and a +1 to cover saves might be a bit much. Not saying it's a bad idea, just that I don't think it's justified.
But then again I like homegrown rules to be simple.

Just a thought here, if you want someone to be particularly better at something than your your normal rank and file marine why not offer to let them have an expendable reroll on their chosen characteristic?
While all space marines are strong, they all lift about the same weight; so while Marcus may be huge he shouldn't have a visible advantage over the others just better odds.
What do you think?

That's actually a great idea, it would make them slightly better, yet stop them from being very overpowered. More to come soon.
